IBADAN – The Federal Government delegations that were on assessment visit to Oyo state have commended the state Governor, Engr. Seyi Makinde over his commitment to the proposed Special Agro-Industrial Processing Zone (SAPZ) project at Ijaye Atan Village Akinyele local government, Ibadan. Governor Makinde was commended by Dr. Oyebola Yejide Akande, the Assistant Director, African Financial Institutions, Federal Ministry of Finance, International Economic Relations Department, and the National Program Coordinator for the Nigeria Special Agro-Industrial Processing Zones (SAPZ) program, Dr. Kabir Yusuf during an assessment visit to Atan Village, the site of the Ijaye Agro-industrial Processing Hub on Saturday, 19th, July 2025. Ijaye Agro-industrial Processing Hub upon completion will improve the lives of indigenous farmers in Oyo state l,. especially the farmers in Ijaye and it’s environs. The visiting team also include officials from the African Development Bank (AFDB) and were conducted round the site by the Acting State Coordinator for SAPZ, Dr Ajetunmobi Akinwumi, who represented the Director General of Oyo State Agribusiness Development Agency (OYSADA), Dr. Debo Akande alongside other personnel of the agency. In her interview with journalists shortly after the tour of the site, Dr. Oyebola Yejide Akande highlighted the importance of the assessment visit, noting that the team were on a supervision mission for the Special Agro-Industrial Processing Zones (SAPZ), Phase 1 states. She said, “We’ve been to Ogun State, Cross River, and now we are in Oyo State to assess the level of preparedness. The goal is to evaluate what infrastructure is already in place and what still needs to be developed. “Although some basic infrastructure already exists, which we refer to as “ground-fill” there are critical components that must still be built, such as the agro-industrial processing hub, Agricultural Transformation Centre (ATC), and the access roads that connect these hubs to surrounding communities. “For example, in Atan village, where the special agro-industrial processing hub will be sited, there’s a need for access roads to enable smooth transportation of produce and encourage private sector participation. Without good road access, it becomes difficult for investors and farmers to move goods in and out efficiently. “The state government has shown a strong level of commitment right from the start. Our role, alongside the Federal Government, which secured this loan on behalf of the state, is to ensure the people of Oyo State benefit from this initiative. “The essence of this collaboration is to improve livelihoods and promote inclusive development through agriculture. The arrangements under the SAPZ are designed to ensure that beneficiaries, especially those in rural farming communities are not shortchanged. They should be compensated fairly and rewarded in proportion to their contributions and involvement in farming activities.” In his remarks, Dr. Kabir Yusuf said, “We are here on a supervision mission with the African Development Bank and the Federal Ministry of Finance to assess the progress and evaluate how the funds disbursed so far have been utilized. “We recently visited Ijaye, where a massive agro-industrial park is being planned. It’s about 100 hectares in size. With the support of the state government, we’ve guided them through the procurement process for developing the zone, and that process has already been concluded. We’re here to ensure there are no encumbrances so that work can proceed smoothly. “We also visited the Fashola Agribusiness Hub, which has recently been designated by the state as an SAPZ zone. It’s a hub of various agricultural activities, dairy, cashew processing, greenhouse tomato production, cassava, and more. There’s already a joint MoU with FrieslandCampina WAMCO to develop the dairy value chain. “The overall goal of the SAPZ is to ensure that agricultural commodities are not only produced in Nigeria but also processed here to add value before export. What we’ve been doing in all the participating states is to focus on indigenous crops and commodities, and support states with funding to improve productivity and develop local processing capacity. “The aim is to produce finished goods that can go directly to the market shelves, which will help reduce and eventually eliminate the need to import agricultural products. This aligns perfectly with the administration’s ambition of transitioning Nigeria into a $1 trillion economy. In the next few years, we hope to be exporting many of these processed commodities and earning valuable foreign exchange. “The project is a collaboration between the Federal Government and the state government. The Federal Government has already disbursed funds, and procurement for contractors has been concluded. In fact, the government is considering August 2nd for the groundbreaking ceremony, though that’s still being finalized. Once that is done, the contractor will move to site and construction will begin in earnest.”From our perspective, this is a loan-based financing program provided to the state, and I must say the Oyo State government has followed the process judiciously. Governor Seyi Makinde has been extremely magnanimous and proactive. “What’s particularly commendable is that, after we agreed to concentrate the SAPZ loan financing on the Ijaye site, the Governor decided to use state funds to execute the development of the Eruwa agribusiness hub, which was initially meant to be part of the federal financing. That’s a novel and bold move. It shows the Governor’s strong commitment to agriculture and to the people. “The beauty of the SAPZ is that it aims to uplift citizens and eradicate rural poverty by transforming rural communities into economic hubs and secondary cities. There will be a lot of economic activity, value addition, and employment generated in these areas. I truly commend Governor Seyi Makinde for his vision, proactiveness, and dedication to sustainable agricultural development.” Kabir stressed. Other members of the AFDB on the assessment visit include, Engr. IBADAN – Oyo State Commissioner for Education, Science and Technology, Hon. Segun Olayiwola, has said that the positive turnaround witnessed by the education sector in the state is as a result of Governor ‘Seyi Makinde visionary and insightful leadership. He noted that the administration has implemented many policies towards transforming the sector, which prior to Governor Makinde’s assumption of office in 2019, had become deplorable, with education quality at its lowest ebb. Olayiwola, who spoke at the Omituntun 2.0 Inter-Ministerial Briefing on Thursday, said the government’s policies on budgetary allocation, reducing the gap in education infrastructure, reducing the number of out-of-school children and increasing the workforce in the education sector, among others, have had a positive impact on the quality of education in the state. He stated that the direct outcomes of the policy actions include, among other things, the growing improvement in the quality and standard of education, reduction in education infrastructure deficit, increased education enrolment and an overall progress in the all-important sector. The Commissioner maintained that as a result of the efforts of the government, which has demonstrated the political will to improve education, the sector has attracted interventions from development partners and Old Students Associations, which are helping greatly in meeting education needs across the state. Speaking on efforts to further standardise the education sector, Olayiwola said that the state would no longer take the issue of hooliganism lightly across its public schools, saying that the state is collaborating with the police to ensure that peace and order are maintained across schools. He warned parents and wards to be wary of all activities that could reduce the quality of the education sector, noting that the state would now fully enforce the laws against use of mobile phones by public school students and also attack examination malpractices squarely. According to Olayiwola, Governor Makinde’s actions have also had far-reaching effects on the education family, which is the largest Ministry in the state, as it has 12 full departments headed by Level 17 Officers as directors, 22 Permanent Secretaries, comprising 10 Tutors-General manning the 10 educational zones and 10 Inspectors-General manning the 10 educational zones, among others. He added that the Ministry also has seven agencies including SUBEB and TESCOM; 10 tertiary institutions, including the Ladoke Akintola University of Technology, Senator Abiola Ajimobi Technical University, Emmanuel Alayande University of Education, three polytechnics in Ibadan, Eruwa and Saki, a School of Agriculture in Igbo-Ora and a School of Health Technology. The Commissioner stated that as a result of Governor Makinde’s commitment to improving education, which led to the recruitment of thousands of teachers in his first and second term of office, the state has additional 15,000 teaching and non-teaching staff, who are manning 646 secondary schools and 2,506 primary schools. Olayiwola noted that the Ministry has also been in charge of overseeing private schools, performing oversight functions over them. He said: “By the time this administration came into being in 2019, the education sector in the state was in a bad shape. The governor had to highlight the problems we met on the ground. “One of the challenges then was that there was a high percentage of out-of-school children. We had a high percentage of out-of-school children, poor performances in WAEC, NECO, GCE, and JAMB and all that. “We also had one and a half university; the Technical University and half of LAUTECH due to the joint ownership with Osun State. “Also, subventions to tertiary institutions were not paid. There was an agreed subvention to be paid to these higher institutions, but it was not paid for years, and so, there were frequent strike actions in our tertiary institutions. “We also had the challenge of inadequate facilities and infrastructure in the basic and secondary schools. “Non-payment of counterpart funding for intervention projects was also another challenge. We lost opportunities of bringing in counterpart funds from outside the country because of non-payment of our own share at that time. This was because when they come with that duty, the state is expected to pay either 10 per cent of the cost of the infrastructure or 20 per cent, but to pay 10 per cent or 20 per cent was a problem to the former administration. “Schools were also understaffed. “But, because of the innovation that Governor Makinde brought into fixing the challenges that faced the education sector and because of his ingenuity, all these challenges have been surmounted. “Upon his assumption of office, children who dropped out of schools rejoined and the major evidence of this is that between 2023 and now, the number of public primary schools has risen from 2,449 to 2,506, while the number of public secondary schools, which was 573 in 2023, has risen to 696, signifying a significant improvement in the number of schools. “Up till now, people are still approaching us for approval for the establishment of more public schools. With the support of a development partner, which provided a counterpart fund, we have reduced the number of out-of-school children drastically.” In the area of reducing the infrastructure deficit in the education sector, the Commissioner maintained that the state government has built additional model schools and classrooms, pointing out how the state recently renovated and equipped 105 public schools, while work is ongoing on another set of schools. He added that the state has also succeeded in improving access for special needs students, orphans and vulnerable children. Another area where Olayiwola noted that the state government succeeded in improving the educator sector was in terms of recruitment. This was made known by the Director General of the Oyo State Signage and Advertisement Agency, Hon. Oludolapo Esho Ajanaku in his office recently. Hon. Ajanaku underscored the imminent enforcement exercise, citing that most outdoor advertising practitioners are yet to fulfill their obligations as regards revalidation and debt reconciliation as laid down by the agency. Hon. It also approved substantive positions for four principal officers, including the Registrar, Librarian, Bursar, and the Director Works. The developments were disclosed by the Provost, Oyo State College of Nursing, Dr. Gbonjubola Owolabi on Thursday during a donation of furniture by the 1976-79 set of the College. The approved cadres, according to the Provost, include Legal Advisers, Senior Lecturers, Sickbay Nurses, GNS Lecturers, Administrative officers. Others are: Higher Executive officers, Higher store officers, Assistant Executive officers, Computer Analysts, Higher Technical Officers, Motor Drivers, Craftsmen, and Clerical officers. Owolabi highlighted Governor Seyi Makinde’s unwavering support for the College in all ramifications, adding that the furniture will go a long way, as the college has increased in number. She also announced that the college received full accreditation from the Nursing and Midwifery Council of Nigeria for key programmes, following the September/October 2024 accreditation. According to her, “the College of Nursing and Midwifery, Eleyele, Ibadan is progressing steadily, notably through its development of an online student clearance platform, which eliminates the need for physical presence during clearance processes.” Also speaking on behalf of the set, also known as Set X, Elder Emmanuel Kunle Oladejo applauded the College’s provost on the giant strides recorded. Oyo College Of Nursing Partners NGO To Tackle Sexual Harassment

  The Oyo State College of Nursing and Midwifery, Eleyele, Ibadan and the Gender Mobile Initiative (GMI) are set to sign a Memorandum of Understanding (MoU) to aggressively tackle cases of sexual harassment suffered by students at tertiary institutions across the nation. This was revealed by the Provost, Dr. Gbonjubola Owolabi after a meeting with representatives of the National Board for Technical Education, NBTE, and GMI at the College’s conference room on Tuesday. The meeting, which was witnessed by the management team of the institution, agreed to make a measurable impact in reducing or eradicating all forms of sexual harassment at the college. Speaking on behalf of the Provost, the Deputy-provost, Mrs. Iyabo Adeleke said the MoU aims to strengthen existing efforts to prevent sexual harassment, including through policy development, capacity building, and promoting awareness. “The initiative is critical to upholding the dignity and rights of our students and staff, and so we key into this policy,” she said. She said that the College under the watch of Dr. Owolabi had zero tolerance for sexual harassment, abuse of office, and other forms of corrupt practices. The Executive Secretary, National Board for Technical Education, NBTE, Prof. Idris Bugaje said the board, in collaboration with a non-governmental organisation, Gender mobile initiative, is committed to fostering safe, inclusive, gender-friendly, and harassment-free learning environments across all tertiary institutions, under NBTE’s purview. He said the policy is sequel to a stakeholder engagement on Sexual Harassment Prevention organised by the Independent Corrupt Practices and Other Related Offences Commission. Represented by Mr. Bello Abdul-hakeem, the Executive Secretary, said the College must constitute an Independent Sexual Harassment Prohibition Committee or a gender-based violence response team to oversee the execution of the policy. The Executive Secretary also mandated the college to work with Gender Mobile Initiative and establish clear report and response mechanisms to address cases of sexual harassment effectively. Speaking on behalf of Gender Mobile Initiative, Ms. Omotunde Blessing said that the anti-sexual harassment policy was jointly designed by ICPC with the support of development partners. She said that the policy involved the use of Campus Pal APP, a discreet online reporting platform with multipurpose resources available for users. Ms. Omotunde said that the platform could be used by students to report cases of harassment for prompt and effective response by the college. She said the NGO will provide mini-grants to the institution to support the technical process of policy design and implementation of the policy. She said the rate of sexual harassment in tertiary education institutions was alarming. Omotunde said, “The situation of sexual harrasment on campuses requires drastic measures to combat. We need to join hands to restore sanity in our education institutions.”

  The Oyo State Commissioner for Culture and Tourism, Dr Wasiu Olatubosun, has said that the commitment of Governor ‘Seyi Makinde to developing the tourism sector and ensuring that it forms a key component of his economic expansion agenda has yielded many positive results in the last two years. He pointed out that with the government putting in place key tourism enablers such as road infrastructure, security and the political will as well as the creation of the Ministry of Culture and Tourism in 2023, the state has witnessed tremendous turnaround in the tourism sector. ‎He added that the turnaround has also led to increased tourists inflow as well as a massive boost in the hospitality sector, noting that while the state had a record of 1,328 hospitality businesses as of May 29, 2019, the number of investments in hospitality businesses increased to 12,128 by December 2024. ‎Olatubosun, who stated this during the Omituntun 2.0 Inter-Ministerial Briefing held at the Governor’s Office Briefing Room, Secretariat, Agodi, Ibadan, noted that the last two years of Governor Makinde’s second term of office has also seen Oyo State recording an influx of tourists. The Culture and Tourism Commissioner also pointed out how the conducive environment created by the state government has also succeeded in attracting private investors in the culture and tourism sector, including the Kunle Afolayan Film Village in Komu, Oyo State and the AFRICHATTA Film Village in Oyo, calling on other investors to come into the state. According to him, about 18,459 visitors come into Oyo State daily as against 1,604 recorded before the advent of the administration in 2019. ‎He noted that the number of hospitality businesses including hotels (945), night clubs (78), event centres (143), eateries and restaurants (66) and tour agencies (96) increased by 10,800 as of December 2024, saying these were because of the governor’s decision to put in place key success indicators. He lauded the efforts of Governor Makinde in promoting culture, tourism and preserving the Yoruba traditional heritages in Oyo State, noting that recognition and enlistment of the World Sango Festival as an intangible cultural heritage site by UNESCO was a laudable achievement of the government and a testament to its success in tourism development. “With the help of the governor, who has put in place a conducive environment for tourism to thrive, we have achieved many things in the tourism sector in the last two years of Omituntun 2.0. I always tell people that for tourism to thrive, you need four things and the governor has done all these four things. “The first one is security. People will not go to an environment that is not secure; neither will they come to invest in such an environment. Governor Makinde has succeeded in putting in place a security architecture that helped in securing the state under Omituntun 1.0 and he has built on that under Omituntun 2.0. ‎“The second is that for tourism to thrive, there must be infrastructure development; road infrastructure, aviation infrastructure and all that. Before this administration came in, we had seven isolated zones and the roads linking them were in terrible conditions. If you wanted to go from one zone to another, it would take you long hours. Today, the governor has succeeded in connecting all the zones of the state with quality road networks. “The governor knew that to have a modern Oyo State, there was the need to interconnect all the zones. This interconnectivity and security have helped to bring people into Oyo State. ‎“Another important factor is political will. The governor has demonstrated that to drive tourism, you need political will. So, the governor created the Ministry of Culture and Tourism and he put together people who can deliver on the mandate. ‎“Today, we have achieved a massive increment in the number of visitors and tourists coming to Oyo State. This happened because of our efforts as a government. ‎“The second success story is that there is a boom in the hospitality business in the state. There is no way one can measure the success if it does not have a bearing on investments coming into the state. Before we came in, the number of hospitality businesses including hotels, night clubs, event centres, eateries and restaurants and tour agencies was 1,328. “Prior to May 29, 2019, there were 945 hotels, 78 night clubs, 143 event centres, 66 eateries and restaurants and 66 tour agencies. By December 2024, because of the efforts of the governor in putting these key success indicators in place, the number of investments in hospitality businesses had increased to 12,128. That is an increment of 10,800. ‎“Another success is that before we came in, Oyo State didn’t have any cultural festival recognised internationally. It used to be known as Sango Oyo Festival. ‎”The fourth one is the first International Tourism Summit that took place last year.   The Oyo State Government has reiterated its unwavering commitment to complete all ongoing infrastructural projects across the state before the end of the current administration in 2027. This assurance was given by the Deputy Governor of Oyo State, Barrister Bayo Lawal, during an on-the-spot monitoring visit to ongoing projects under the Rural Access and Agricultural Marketing Project (RAAMP). The monitoring exercise covers two major project sites: the 8.24 km Okudu-Oyada-FRSC Road, located across Atisbo and Saki West Local Government Areas; and the 21.953 km Oloko-Oyo-Orita Aloba Road, in Iseyin Local Government Area. Oyo Govt Begins Upgrade Of 66 PHCs To Boost Healthcare Delivery…Provides Modern Equipment, 10KVA Solar Inverters, Incinerators

  The Oyo State Government has commenced a comprehensive upgrade of 66 Primary Healthcare Centres (PHCs) across the state, equipping them with essential medical tools and alternative power sources to ensure improved healthcare delivery at the grassroots level. Speaking during the distribution of equipment at one of the newly upgraded PHCs in Ibadan on Tuesday, the Commissioner for Health, Dr. Oluwaserimi Ajetunmobi, described the revitalization of the PHCs as a crucial milestone in the government’s efforts to strengthen healthcare at the community level. She said that following the earlier renovation of over 200 PHCs, the administration of Governor Seyi Makinde has embarked on the second phase of its healthcare revitalization plan, distributing modern medical equipment and installing solar-powered systems to guarantee uninterrupted healthcare services. She explained that two facilities in each of the state’s 33 Local Government areas were selected for the current upgrade. She said, “Healthcare is one of the pillars of Governor Seyi Makinde’s administration under Omituntun 2.0. The Oyo State Government has been addressing the infrastructure and personnel gaps in the sector.” “Governor Seyi Makinde continues to fulfill his promises by tackling the non-availability of basic medical equipment and personnel in our health facilities”, she added. She highlighted that following the renovation of the health facilities, the government recruited over 3,000 healthcare workers for PHCs, and has now proceeded with the equipment upgrade in phases. In Phase I, 66 PHCs have been selected based on criteria such as patient load, with the two centres in each local government chosen. The upgrades include: Installation of 10 KVA Solar Inverter Systems with hybrid inverters and lithium batteries to provide 24-hour electricity supply; Provision of two computer tablets (for Medical Records Officers and Officers-in-Charge) equipped with Electronic Medical Records (EMR) software; Installation of Red-Brick Incinerators for safe medical waste disposal. Dr. Ajetunmobi further announced plans to implement a Drug Revolving Fund to ensure a steady supply of essential medicines at the PHCs. She urged community members to take ownership of the facilities and protect them against vandalism. In his remarks, the Managing Director, First Health Dynamic Synergy International Limited, Professor Temitope Alonge, whose organization executed the upgrades, explained that the selection of PHCs was based on population served. “No more excuses in our primary healthcare centres. The state government has made provision for basic medical equipment for the use of medical personnel at their facilities,” he said. At the Olorisa-Oko PHC in Akinyele Local Government, the council chairman, Hon. Akinwole Akinleye, expressed gratitude to Governor Makinde for prioritizing healthcare at the grassroots level. He pledged the local government’s continuous support, including providing adequate security for staff, facilities, and equipment. Among the first facilities to benefit from the upgrade is the Odo-Ona Elewe PHC in Oluyole Local Government. The medical equipment provided includes: Standing Mobile and Table-Top Electronic Sphygmomanometers; Pediatric Blood Pressure Cuffs;Glucometers; Haemoglobinometers; Infrared Thermometers; Bucket Autoclaves powered by gas cookers; Autoclave tapes and drums; Colour-coded dustbins and metal dustbin racks; Medical oxygen cylinders with accessories; Nebulizers; Pulse oximeters; Point-of-Care Testing (POCT) Kits (HIV/Syphilis RDT, HBSAG RDT); First Aid Boxes for POCT storage; Filling of oxygen and cooking gas cylinders; Adjustable spanners for oxygen cylinders.
