Tackle Insecurity With Actionable Plans, Ibas Advises Military

  The Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas, (rted.) has charged participants of Senior Course 47 of the Armed Forces Command and Staff College, Jaji, to ensure that their study tour reports provide practical solutions to the pressing security challenges facing the nation. Ibas gave the charge when the Senior Course 47 participants paid him a courtesy visit at the Government House in Port Harcourt on Monday. Represented by the Secretary to the State Government, Prof. Ibibia Worika, Ibas emphasised the significance of their study tour to the state, given the prevailing security threats to lives and property, which necessitated the current administration’s intervention. This was contained in a statement issued by the sole administrator’s media aide, Hector Igbikiowubo, and sent to newsmen. The sole administrator stressed the importance of gathering credible intelligence to address insecurity, noting that security challenges negatively impact economic productivity, reduce government revenue, and deter investments. He said, “It disturbs our utmost conviction that those who provide human capital that fuels insecurity in urban and remote areas include, of course, our rural populace. “Hence, any study channeled towards harvesting grassroots intelligence is worth embarking on, as internal security without proper feedback mechanisms will be an illusion to be pursued but cannot be attained”. He urged the participants to ensure that their interactions with security agencies and other stakeholders, as well as the data collected, go beyond mere academic exercise and translate into practical, actionable strategies for enhancing security operations. Ibas expressed confidence that the study would contribute to both academic scholarship and the broader security framework necessary for a safer and more secure Rivers State. In his address, the Team Leader and Director of Logistics at AFCSC Jaji, Commodore S. O. Abdularaheen, explained that his team is one of nine groups currently on a study tour across selected states in Nigeria. Abdularaheen further said the tour is part of this year’s research on the Nigerian environment as it relates to national security concerns. He said the team is guided by the theme: “Harnessing Grassroots Intelligence for Enhanced Internal Security.” He noted that their findings would be compiled into a research paper for the college, with recommendations expected to be adopted by relevant government agencies and organizations for implementation. JUST IN: Ibas Appoints Administrators For 23 Rivers LGs

  Rivers State Sole Administrator, Vice Admiral Ibok-Ete Ibas (retd.) has approved the appointment of administrators for the 23 Local Government Areas of the state. This comes less that 24 hours after a Federal High Court sitting in Port Harcourt reportedly restrained him from appointing administrators to oversea the affairs of the local government councils. The order was issued by Justice Adam Muhammed on Tuesday in suit no. FHC/PH/CS/46/2025 in the case filed by PILEX Centre for Civic Education Initiative led by Courage Msirimovu against the Sole Administrator in his official capacity. However, Ibas also approved the constitution of some boards of agencies, commissions and parastatals which he had earlier suspended. The approval was contained in a Special Government Announcement issued on Wednesday morning by the Secretary to the State Government, Prof. Ibibia Worika. Though the names of the new appointees were not listed, the statement said the appointments takes immediate effect. It reads, “His Excellency The Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas CFR, has approved the appointments of administrators for the 23 Local Government Areas of Rivers State. “He has also approved the reconstitution of some boards of agencies, commissions, and parastatals, earlier suspended. “All appointments take effect from Monday, the 7th of April 2025.” Recall that last week, the sole administrator had suspended all heads of Ministries, Departments and Agencies in the state with immediate effect. In a seperate development, Ibas also cancelled all pending procurement and tender processes carried out by Ministries, Departments and Agencies in the state. He said the cancellation became necessary following the Supreme Court judgment and the absence of an appropriation law within the period. The sole administrator according to a previous statement also issued by the SSG, directed all MDAs that carried out such tender processes for projects in their respective offices to refund such fees to the respective contractors immediately.
